The BBC were much to generous to Spain's politicians, bankers and property developers. Call a Spade a Shovel. Most of Spain's politicians were and are thieves. Look at the President of the government Rajoy, who continues to take a civil service Land Regiser's salary of €320,000 (yes, three hundred and twenty thousand Euros), on top of his Presidents salary, for a job where he's not actually worked in some 20 years. You tell that to people outside of Spain and they'll laugh at you.
